Yes, this works well. But if you know someone who can just break down the cement (without removing it) to increase the drainage, it's even better. We did it and liked it very much. You would be amazed at the plants growing roots into the crevices.
Now, is there something about cement changing the Ph? I guess with 2 feet of dirt it may not matter so much.
