             I had the same problem with my fall plants. Think your
right it was way to hot on my porch for them so I drop's a blanket
between the back of plant stand and  the windows to block the heat from
the afternoon sun.
If your starting the cool weather plants now(broccoli,cabbage, lettuce),
check in your seed catalog under "Culture" most of these germinate
between 50-85 F.Some even lower. So your garage should work. You could
leave the lights on all night and turn them off during the day, so the
plants would get some heat from the lights. Is there some way to cover
your light stand with plastic? This is what I do. Just be sure it
doesn't  touch directly on the lights were it could start a fire.
The things I use bottom heat for are tomato,peppers,melons,ect. Are your
