I think you have partially answered your own question. First thing is to
get a thermometer and monitor what's happening down there. I'd check at
least three times daily---first thing in the morning, mid-day, and late
evening.
Next, figure a method to stabalize the temps. Stable temperatures often
are more important to germination than the raw figures.
This year I'll be using a greenhouse for the first time. Before that I
started plants in a spare room that was like your basement---temps all
over the lot. I used a couple of light bulbs at night to both raise the
temperature and help stabalize it. Seemed to work pretty well.
Bulbs were mounted close to the floor (heat rises), under the shelves
holding the flats.
