There is a list of average last frost dates by USDA zones near the bottom of
the page at http://neptune.netimages.com/~chile/usda_zones.html. It's
pretty close for our version of zone 9b. There are also links for a number
of regions at http://www.humeseeds.com/frost1.htm. I believe the seed
companies have lists by zip codes. Maybe they would be your best source.
For home gardening information, you might try Purdue. The central and
southern areas of Indiana are pretty much the same as So/Central Illinois.
Some pretty good pubs at http://www.hort.purdue.edu/ext/garden_pubs.html -
mostly .pdf which requires acrobat 3.0. There are garden calendars for all
four seasons but I don't believe you will get any precise frost dates. As I
recall, it varies all over the place from year to year.
