Here's a few of my bookmarked links on gardening in Illinois and the
midwest. The last one gives some info on frost dates. What they seem to
have given you at extension is around the average date of last frost. You
might also want to check the daily paper archives. I know the Champaign
paper records in the weather data the 4-in and 8-in soil temps (useful for
knowing when to direct seed certain crops).

Climate summaries for the Midwest. If you go to the Climate summary for a
city, at the bottom of the page is a Growing Season Summary that lists
dates of last and first freezing based on (usually) about 30 years of
data. For Springfield the average latest date of 32F is 4/15, the latest
occurrance is 5/10 for the years 1961-1990
