composting in winter?

Hi, all!

I have a question that I can't find the answer to online. My compost pile is
under several inches of snow right now, and I've always thought that the
snow acted as a kind of insulation. to add new scraps to the pile, should I
shovel away the snow? Or shovel a corner of it away and add the new scraps
to the bare corner? What exactly is winter compost protocol?
