Pepper Bugs

Help! There is some kind of bug on my pepper that migrated from one of my
Basil's. It looks like a white, flat, fluffy roly poly. Almost looks like a
spot of mold, except that there appear to be legs and I think I saw it move.
There are a bunch of them now on these 2 plants, mostly on the stems and
under the leaves. Not any noticeable damage except the basil is Purple Ruffle
and now has mostly green leaves. There are 2 more green pepper plants next to
the first one, and one is over 4 ft tall so I woud hate for this to spread if
it damaging or deadly. I don't like to spray because I have aphids that are
being devoured by lace wing flies and lady bugs. Any ideas, answers, or
suggestions would be greatly appreciated.
