Margaret: They're probably Mexican Bean Beetles. According to one of my favorite gardening books "The Victory Garden Kids Gardening Book" (can you tell I'm a children's librarian? But it's a great BASIC gardening book), if they've done enough damage to your leaves the plants will die, so you'll probably have to pull the plants out. Check any other plants for little yellow dots--those are the eggs. I'm not sure if you can get rid of them easily, maybe someone else on the list can chime in. Covering plants that haven't been infested with protective fabrics (you can buy them at large garden centers or from catalogs) might keep them from the same fate. I know it's hard dealing with pests when you community garden--I'm in the same boat! Lisa (A very tired children's librarian-- I had 15 kids at a program today, and the week's only half over!)
