I believe that stuff is calcium sulfate, otherwise known as gypsum. It comes in little pellets. We use it here on the west coast to decrease the pH of the soil (it is alkaline here). The sulfate ions I guess are what does it. It breaks down slowly I guess. I'm not sure what effect the calcium has. We also use peat moss to acidify the soil. It has a more immediate effect.
