I am having the same problem, but with my snap peas. It is my
understanding that they don't like hot weather and that will keep them
from setting. Our hottest days here (east of Seattle) have only been in
the 80's and still I have not flowers. I am going to try to put shade
material over them and see if that helps. You may try this and we can
compare our results. Best of luck to us both.
