I used toilet paper roll centers last year with good success. I tried some
PVC pipe this year and decided to go back to the TP rolls, even in our
seriously rainy early winters. I think that the sifted compost helps to
protect the TP rolls.
If you choose to use PVC pipe, I would recommend 11/4" Class 200 pipe cut 3
to 3 1/2" long.
I don't know when you would plant Leeks in SoCal, I have planted seed Jan in
pots outside, in the ground Aprilish. This year I shall plant seed in the
ground Oct and see what happens.
