Michael,
Tomatoes are pollinated by the wind.
If your balcony is somewhat protected from the wind that could be your
problem.
The thing to do is grab the tomato branches that have blossoms and shake
them rather vigorously. This will help them to pollinate.
If that doesn't work you may have to appeal to a higher authority.
