I was just looking that up in my gardening book. For north central Texas, August
1st is the time to plant new tomato and pepper transplants and carrots, beans,
cucumbers, summer squash, southern peas, and pumpkins. Planting dates for other
crops range from August 20 to November 25.

I don't know where you are in zone 8, it covers a lot of territory, but I hope
this helps. You might want to contact your local agricultural extension office
(or find them on the web) for more precise dates if you are in a totally
different area.

As for your herbs, it depends on what herbs you have. Some herbs are annuals and
mulching won't help. Some are perennials. Most perennial herbs such as sage,
rosemary, oregano, thyme, lemon balm, mints don't require any special winter
care. If you have any that are only marginally hardy, the mulch might help.

Regarding bringing tomatoes inside for the winter:  I've heard of people doing
it with tomatoes and peppers. I certainly don't have enough light inside to do
it, but I'm planning on growing some in my greenhouse this winter.
