Yes that may be true in his area, the reason I suggested watering is that he
mentioned he had a garden area of 5' by 15' with a path down the center,
assuming the path is  1' wide at least that leaves about 60 squares, 60
squares at 8 oz of water each equals 3.75 gallons. I would simply fill up a
five gallon bucket and carry it out to the garden along with a measuring
cup. If  I felt "guilty" about violating the outdoor watering ban I would
just cut back a little on shower time. Again the reason I mentioned it is
because of the small size of his area and the fact that he never mentioned
watering. We have folks around here that would never water their garden, why
I don't know but I've seen even small gardens the last couple of summers
just dry up and blow away, most of us are on wells and the drought around
here has not been as bad as other places.

Depending on local conditions, he may not be permitted to water.
