tiny black bugs

are eating the leaves of my monarda [bee balm]! sorry to be off topic but
my poor babies are being chewed up and I have checked ALL my books and
pictures! [Deep breath] There are tiny black winged bugs, and some tiny
[sesame seed or smaller] black dots [eggs, larvae?] tucked into the joints
where the leaf is growing from [not the underside of the leaves, I checked]
and the leaves are being chewed to bits. I checked in my organic pest
management book with tons of pests identified with pictures and nothing
matches at all - unless they could be aphids - but aren't they underneath?
I'm going to spray with insecticidal soap tonight - any suggestions? Does
anyone have an opinion about trying neem? [I've never used any kind of
chemicals in there - first year and all!] TIA for any help - all your
other suggestions have been working wonders in my garden! Cherie
