I have experienced POOR. Get to know your neighbors. Perhaps you can
borrow tools for a while. Depending on the present condition of your
soil, you may be able to get started with little more than some turning.
If you can get lawn clippings and such from the neighbors, you can make
enough compost for one block in a large plastic bag. Scrounge
materials.(Mel was a strong advocate of this in his videos.) In the
beginning, choose crops that will grow in  your existing soil. Shop for
bargain seeds and plants. I do very well without raised beds with fancy
edgings.( Look at the picture on the dust jacket of Mel's book. [from the
library] No raised beds!)
