Dear Richard,

Your problem sounds like it could be soil temperture. I had this problem
with retarded tomato growth a couple years back. I figured that I had
mulched my plants too early before the soil had warmed up. I had kept the
soil cool with the early mulching and this, I believe, hindered their
growth.
