How to Mulch?

I'm using mulch for the first time this year, and I'm not sure I understand
how to apply the mulch (in my case, straw) in squares where I've planted
seeds that have yet to sprout. Since mulch is supposed to help keep out
weeds, won't it then keep my seedlings from poking through and surviving?
Mulching around established plants and transplants makes sense to me, but
I'd appreciate any ideas on how to use it with seedlings.
