You should be able to do this, physically, but a portable setup might be
more flexible.
Some of the high-end gardening catalogs show groovy unstained cedar planter
boxes made out of horizontal slats of wood and built so they kind of embrace
the top rail going around a porch or deck. (These boxes get filled with
clay or plastic pots of flowers, not loose dirt.) There are even
right-angle corner units. Very cool looking, but more than $50 a section.
I'd love to try them on my wraparound porch rails, but my builder used
inverted V-shaped top rails to shed rain. I suspect the planters would be
unable to remain level on my railings!
