Here in Phoenix they are pretty common. They suck the juices from the
plants and are also the primary vector for diseases like curly top virus
which affects many vegetables. As you indicate, they are on everything -
including nearby weeds - and are also very mobile so are difficult to
control. Insecticidal soap spray sometimes works. Other insecticides like
diazinon and pypyrethrins that are sometimes recommended will also kill
everything else and you wouldn't want to use diazinon on vegetables anyway.
They don't like shade so I cover the tomatoes and (sometimes) peppers and
beans with shade cloth when they appear which is usually when the daytime
temperatures exceed 100 deg and the plants need the shade cloth anyway.
Other vegetables which they may affect are usually grown during our cool
season when the hoppers are not active so our problem may be less severe
than yours. See url
