Help-Don't know what this is

Iam very new at all this and I noticed this morning that on my Basil leaves 
and some of my tomoato leaves (closest to the ground) the are little white 
spots, some are tiny holes.  Some are bigger hole.  

It is not on all my basil or tomatos, and nothing on the broccoli leaves or 
eggplants leave.

I don't know that much about "pest" control on my vegatables, what should I 
use and what is this "stuff" on the leaves.
