   What makes you think they died out last summer?  I don't know about
garlic and my luck with onions is limited to little growth but I can tell
you some things about them.  Onions will grow tall green stalks then fall
over but the onions are nor dying or dead they have just grown what they
will for the year.  Weeds got the best of me last year and I displaced some
of my onions.  Today after being in the ground all winter with no tops to
speak of I found two.  They were delicious on the spot like apples.  They
had gone dormant for the winter and preserved themselves in the ground.  I
can only guess that they would have sprouted new tops and grew larger.  I am
guessing that happened in your case also.  When you saw the tops fall over
did you think they were dead?  That's harvest time.  The tops also make
useable salad greens.  Just don't take to many leaves of one plant.

   I would dig up a couple in different places and see if they are adequate
in size.  If so dig them suckas up.  If they are still really small you
could leave them.  If they are growing they are healthy.  You should
actually be able to see a little of the tops of each onion and judge the
size from that.  If not you may have burried them to deep.  Onions grow very
shallow but with good roots.  The sets should be only so deep as the bulb.
Never burry the little sprouts on most sets.
   Also you didn't say what zone you are in but if they are 4/5 inches
already you have got to be south of zone 5 New York state.
