The squash vine borer stops laying its eggs at about the same date each
year .. it is the eggs that hatch into the borers. You can set your
plants out after that date.
That date varies depending upon your location, so check with
your extension service as to when that date occurs in your area. You can
plant a tad earlier, as the skinny stems of seedlings do not seem to
attract the borer.
You can plant even earlier than that if you keep your plants
covered with floating row covers until the blossoms need polination from
bees.
You can plant even earlier if you are willing to inspect your
plants and treat with BT when borers are observed
