Beth Greenfield, a rec.gardener who's not on this listserver, told me
recently (we live 4 miles apart and have become face-friends) told me that
she has concluded that Burpees seed envelopes from mail order contain many
more seeds than the same variety envelopes you can get in the stores.  An
uncle of hers pointed that out, and she has confirmed it with regard to
beans and a few other items.  (She uses many suppliers, not mainly Burpees.)

I certainly agree with Anna that if you're going to buy a Burpee item and
you can get it at 40 percent off via Home Depot, you should give that option
serious consideration.  Pinetree Garden Seeds has built an entire business
out of helping us realize most of us are overbuying and don't really need
the full-size servings in other seed companies' packets.  I bet I have 200
partially consumed seed packets with which to prove this hypothesis.
