It makes sense to me.

Make the viewer
Line the inside of the glass with construction paper or blotting paper.
Crumple up some paper towels, one at a time, and fill the glass inside the
construction paper with them. Trim the top edge of the construction paper
so it is even with the top of the glass.
Plant the seeds
Carefully slip each seed between the glass and construction paper until it
is an inch to an inch and a half below the top edge of the glass. Slowly
pour water into the center of the paper towels until the construction or
blotting paper is completely wet.
Darkness, please!
Make a collar for your viewer so that the seeds will be in the dark. Use
construction paper an inch taller than the glass and long enough to form a
cylinder that will slip loosely over it. First write your name, the type of
seed, and the date of planting on the paper, then staple it into a cylinder.
Watch the miracle
Set the seed viewer on a sunny windowsill and slip on the collar. Lift the
collar at the same time each day to see what is happening. Add water as
needed to keep paper towels moist. You will see the seed swell as it soaks
up water, watch the seed coat crack and the root emerge and grow. Next out
comes the stem, and finally, the leaves. When you plant a seed in soil, all
these wonders occur below the ground, shrouded in mystery. Isn't it
exciting to watch?

Didn't you do this when you were a kid?
