Perennial herbs

I planted some herbs last year in chimney blocks
(like big square cinder blocks). Some of the perennial ones like chives
and mint have died back and it's obvious what to do--just tear out the dead
leaves. But the sage, oregano and rosemary are still standing. They
have a hint of green but you can tell the winter has affected them. Should
I cut them back to ground level and let them start fresh in spring, or should I
just leave them alone and give them time to green up? Also, there is still
a hint of life in my parsley. If I keep any flowers cut off, I'm wondering
if I can keep it going like a perennial. Or will it definitely die after
the 2nd year. Any advice appreciated!
