Hi Pat,
  Sounds like you need to put them under lights. Putting new plants in a sunny window never worked for me, as they seemed to have the same problem you're having.
  I would replant the tomatoes in larger pots, planting most of the stem under the soil. This will help them grow new roots. You might try this with the peppers but I'm not sure it will work. Get some large florescent lights and hook up a system so that the lights are about 2 inches above the tops of the plants. Light is more important to the plants once they have sprouted than heat is.
  Also, I wouldn't transplant the tomatoes or peppers to the garden until the night time temperatures stay above 55. That's usually around June 1st for those of us in Mass.
