I wouldn't have thought that the path surface would have much (if any)
effect on the drying rate of the bed surface, given that most raised
beds have hard sides. For beds without sides, the sloped earth sides
might dry out faster if a reflective path surface is used.

A useful trick with carrots is to cover the seeds with a piece of old
carpet, which prevents the soil drying out. You need to check for
germination every day and remove the carpet as soon as germination
occurs, otherwise you'll end up with a lot of scorched carrot seedlings.
