Too cold in PA?

I planted my tomatoes and peppers a week and a half ago, and they are
not growing at all.  I live in southeastern PA.  It has been a cold
spring; could this be affecting their growth?  I heard that sheets of
plastic mulch help.  In previous years I had sizable plants by early
June.
