With the exception of a couple of varieties that don't come true from seed,
I grow all mine from seed. Commercial sources include: Johnny's (only source
I've found for a lime basil), Shepherd's, Richter's (they have the largest
selection), Pinetree, Territorial, Cook's Garden.
It's an easy herb to germinate; usually get betwen 80-90% germination in
flats. Two things to remember once they are up: basil *HATES* the cold and
can suffer tissue damage when the temps are in the 50s (F), and let the soil
dry out a bit between waterings. Basil likes water, but doesn't want to be
soggy.
