Garden stairs, cheap

 Hi,
I have a steep scrubby hillside that I could start to utilize for growing if I
could put in a cheap staircase.  Pat Welsh (sp?) in her entertaining book "My
Several Edens" briefly mentions making one out of bags of concrete she placed
and then just wetted down.  I think I'll do that, but wondered if anyone had
an experience/advice to optimize the results.  I have never done anything with
concrete before.
