Germination rates


I am new to sq ft gardening but not new to gardening in general. I 
have 3 trial plots, 2 here and one in a public garden.  I have 
followed Mel's approach and planted 2-3 seeds per 'hole' at the 
recommended spacing but have suffered very poor germination rates, 
especially with carrots. The only option seems to be to plant in 
modules and transplant into the sq ft plot. I suppose the another 
thing to do would be to sow 4-5 seeds per hole but that seems to be 
defeating the object. I know its been an odd Spring in the UK but can 
anybody give advice?
