My 2 cents. As a complete beginner I started my toms from seed with
amazing success last year (in Illinois). Found an old fluorescent light
in my apartment's basement bought a couple of seedling trays and had a
super-fun time gardening when it was still sub-freezing. My only real
problem was starting them too early - as in February 1 (oops!). They
were ready to plant my mid-March and I still had two months until last
frost! Lesson learned. Next time I probably wont start tomatoes until
April at the earliest. I had heard that it would be difficult, but was
pleasantly surprised that it all worked so well. Even though I got mine
for free, the same basic fluorescent light costs less that $10 at the
hardware store.
Not meaning to contradict other advice, but just wanted to offer
encouragement to another beginner b/c I know how anxious I get for
spring to come - and starting seed seems to help and I learned a lot.
Watch out, though, you could easily become obsessed with those little
seedlings - I had almost an emotional attachment to them by the time I
could plant them out. Hubby thought it a bit unnatural.
