Hi Richard,
I don't know what the "real" answer is, but several years ago I lived in
NJ and did exactly what you propose. I mixed horse manure into my
garden in the fall and the next year I had the best garden I have ever
had. So, it might not be the "right" thing to do but it sure worked for
me the one time I had the opportunity to try it..
