Pick green tomatoes into 2 inch deep beverage boxes, the kind they use to
keep 4 6-packs together. Using that kind of box lets you see at a glance
which tomatoes are ripening. Don't wrap them in newspaper; it's a lot of
work, and wrapped tomatoes can ripen and rot, unseen by your eyes. Store
the boxes on shelves in your basement. Home Despot sells plastic shelving
stands that will hold 12 of those boxes, sells the stands for about $35. 

Sorry if you've received a bunch of other responses. My ISP was down all
