Mike -- No, I don't think it's true red.
But if I had something that looked like your seedling, I'd be dancing in the
garden! It's so "red" that I urge you to send it to whichever
Italian city is holding a contest for the best red iris, since that is the
city's symbol. Is it Florence? Clarence knows. You should
definitely contact him and find out how to enter this seedling in the
competition. When you have something like this, I think you shouldn't
worry about bud count.

Iris
Help me if you can. This has not been filtered or anything.
We have been attempting to get red iris through the oranges and this is what
has happened so far. Does this look like it has true red in it to you
all? The edges appear to have red to me and everyone else that has
seen it, what do you think. Yes, this is what it looks like in the
garden. Of course it only has 6 buds.
