Donald, I have the same problem as you do.  I too grow OYEZ and have had it for 3 or 4 years and not once has it bloomed! As a matter of fact I'll need to move it this year - - it's beginning to dwindle.
 
I grew VF and it bloomed well for me last year and the prior year, but I lost it this past winter. :-(
