They are one on top of another. almost forming a pseudo-stem, except that there is no scape. The leaves are strongly curved concave down with the edge toward the axis, forming a flat plant. The picture included is from some years ago -- it's not the best to demonstrate, but it's the best I have. I tend to agree with the previous writer that your plant is not suaveolens.
