Yes, roots=germination. It's best to get any sprouted seed planted ASAP. The
longer the root is, the greater the chance it can be damaged while planting.
I usually plant the seeds (root down) so that I can cover the top of the
seed with about 1/8" of potting soil.
BTW, not all seeds need stratification but it does help the reluctant ones.
