I could only find "neurochrome" in my Adobe Photoshop Elements, although it's only similar, not the same.  I think Will is probably right, it's old word art.

The best I could find was one called "Haettenschweiler".  It wouldn't give me the option to make it hollowed out, but the shapes are correct.
