Someone with better knowledge feel free to correct me, but I think they just don't germinate quickly at refrigerator temperature. Once their cold dormancy has been satisfied, plenty of species will germinate immediately upon being removed from the fridge, and they need the warmer temps to make them believe it's spring. Off the top of my head I want to say that tall bearded seeds germinate when the soil temperature reaches the mid-50's F? Of the species in the ancestry of tall beardeds, the one with the longest, coldest winters in its native habitat would presumably be variegata from central Europe.
