Vic - Question about I. 'Aichi-No-Kagavaki'

Ken, Rodney, or anyone,

I have a question.  Approximately 4 years ago I obtained the I. pseudacorus x I. ensata cross ?Aichi-No-Kagavaki.?  I am growing it in an 18-gallon container with no drainage.   It goes dormant in the winter and after breaking dormancy in the spring grows like mad.  However, there has never been a hint of a bloom since I obtained it.

I grew up in New Orleans, Louisiana and even though I have never lived there as an adult, because of family ties, I have spent a good deal of time in the area.  New Orleans is in zone 9a and has less cold than where I reside in Florida in Zone 8b.  It always appeared to me that I. pseudacourus planted in the area always bloomed much more freely after an abnormally cold winter which I attributed to more winter chilling.  My experience with Japanese irises approaches zero.  My question:  Is my ?Aichi-No-Kagavaki.? iris not blooming because it is not getting sufficient winter chill due to its I. pseudacourous background?  Or is something else, like day length, or?
