Iris confusa or wattii?

I have a lost-label plant in a pot that might be I. wattii. It has
not flowered yet and does not have a flower spike visible for this
year. The BIS key to Evansias depends upon measurements, but a plant
in a one gallon pot is not going to be showing its eventual size.

There is one noticeable difference between it and the confusa that is
flowering in the garden - the confusa has bare canes, but the mystery
plant has large bracts all along the canes. I haven't noticed this
mentioned anywhere, but I hope it may be diagnostic.
