USDA zones are based on winter temperatures I believe.

However, I can comment on heat, being that I am in AZ and we had our first
100 degree day today!~

Where I live is normally zone 9, but I have commented a couple times that we
barely at all had much of a winter, matter of fact, the tomato plant outside
is still alive from last year, and if there was any frost at all, the thing
would have died.

So, because of our winter heat (the opposite of cold) I would have to say
that this year we are the equivalent of a zone 10.

Where I am in western Montana, the climatic zone listed for us is '3'--
we are listed thus because of winter temperatures--I have never heard of
Heat Zones--how would you list if you were in a different zone for winter
and summer?  Of course, there are some plants which will do fine here--even
though they are not listed as winter hardy for zone 3--and there are
some-Azaleas and Rhodys that are listed for being hardy for here and do not
survive the first winter--
If you have a good snow cover, plants will be more insulated from the
cold--but there is nothing to insulate them from the heat--
After having grown Iris in several different heat zones--I have learned that
the bearded ones will grow almost anywhere--Siberians do not like 10-15 days
of heat--the temp not going below 100C for that length of time--
the Medians like the colder areas
Spurias will grow here--not prolifically--but will grow and bloom--
So now hope to find some Japanese to grow here--Lorena has convinced me that
some will grow here--so am fixing a bed this year for them--
All my experience with growing Iris has been in the west--in areas of very
low humidity--I am sure that higher humidity will have an effect on their
growth--
