Generally I've been able to keep things under control by rigorously cleaning
up dead foliage and cutting off badly infected leaves, but always some tiny
fragments escape and provide spores for the next season.  So I am somewhat
resigned to using a fungicide.  One spray usually cleans it up in the
spring, when the plants are about 6" tall.  In fact, it was spraying with
the fungicide that wet the plants and brought the bacterial spot to my
attention.  The spreader-sticker I was using with the fungicide probably
actually spread the bacteria around!

I used to have good results with Benlate-Benomyl, but that is now off the
market.  I am trialing Daconil, which did pretty well last year and seems to
be doing the job this year, too.  Both are systemics, absorbed by the plant
and with long-lasting effects.
