John- it's hard to imagine the water problem in the Southwest from our
perspective in the North East, at least around where I am, because it
rains all the time , or so it seems, it's kinda dry out there right now.
Ililve between two of the great lakes.  There's also a river.  We have 
so much water I can leave it on while I brush my teeth (and such like) and
never give it a thought.  The city is changing some waterlines on
the next street and their temporary lines leave water puddles, nobody 
worries.  WE wash cars constantly (have to or the salt eats them up!)
we water the lawn-- people wash their driveways -- we sprinkle, we have
swimming pools, we WASTE water.  It's a problem over there!!
There's a huge acquifer (spell that?) that is being depleated in the west
isn't there?  
Is any headway being gained against the population-development boys? 
What's being done, besides restricting home water use?  A drop in the bucket,
so to speak.
