Tim -- I'd like to hazzard a guess -- If your TB's are two feet tall and 
you have no bloomstalk, you won't get any... Now, prove me wrong.  In 
my garden, the bloomstalk grows right along with the fan, only faster
and  reaches a nice proportion of fan to stalk.  You can feel the center
of the fan for the characteristic bulge of the bloomstalk.
The rhizome should be kept dry.  Do whatever yo need todo to accomplish that.
Some folks can plant 1 inch deep in dry soil.  Some folks, like me, have
to plant much shallower.  I have found that rhizomes like to have sun directly
on the rhizome.  This is not a problem!! They send out and down very very long
feeder roots.  The only time that rhizome gets soil on it is when it is 
first planted.  Then, it sends out and down big white achoring roots and the
soil gets washed off the rhizome, OR, I HAVE SUSPECTED, the rhizome rises to
the top of the soil by itself.
