I'd strongly recommend against this, Steve.  Foliar feeding means wetting
the foliage and that means spreading and feeding the bacteria that are
causing your problem.  I don't think fertilization, particularly with
10-10-10, quite high in nitrogen, is the answer.  High nitrogen
fertilization creates soft growth that is more susceptible to leaf spot and
rot.

Again, just be patient and wait for warmer, drier weather.  Meanwhile, try
cutting off the spotted parts as I mentioned earlier.  Dip clippers in
clorox (2 parts clorox to 5 parts water) between cuts.
