Cult: Lactea

The following is a quote form A GUIDE TO SPECIES IRISES, THEIR IDENTIFICATION
AND CULTIVATION - from the Species Group of the BIS.

I. Lactea (Pallas)

"Cultivation
This plant is tolerant of most soils and may safely be planted in places
liable to dry out in summer. It should never be left out of soil for any
length of time because if the root system dries out it is unlikely to recover."

Seems to my simple brain that these two statements are contradictory. Can
someone explain this to me, please?

I am also soliciting any guidance on how to care for my new Lactea seedlings.
