Yes all dead leaves and any dead weeds or other material. I don't cut green leaves back at all. You have to do all the beds in the area. If you do just one bed as a experiment the borers will come from the beds that did not get the clean up.
I sprayed with Cygon to start with so That could have had something to do with my success.
